Carried out technical assistance missions to Egypt which involved functional review the entire IT related landscape and making in aligned with the PFM reform efforts. Work carried out an intense review of FMIS (Oracle E Business) and suggested improvements (governance, functionality & coverage) and way forward

Caribbean
Belize
Assisted the Belize Government in reforming of Chart of Accounts. Finalized the design of the new CoA structure and budget classification including a review and assessment of the SmartStream System (GFMIS) on the reformed Chart of Accounts and the proposed accounting framework
Guyana
Provided advice on the present chart of accounts and budget classification to make them compliant with GFS 2001 and more specifically introduction of non-financial assets classification. The advice also involved how the improvements in CoA would need to be reflected in the GFMIS in use (FreeBalance)

Provided advice on introduction of functional classification in the budget classification
Trinidad and Tobago
Technical assistance in planning and implementing reforms relating to planning, budgeting, budget execution, accounting and reporting. It also included providing advice on GFMIS (deign and procurement)

Belarus
Review and assessment of existing public financial management applications (more than 24 bespoke applications developed using various tools and platforms) dealing with planning & budgeting, budget execution, accounting and financial reporting at central and line ministries. Also assessed the Conceptual Design document, and suitability of approach to GFMIS in light of PFM reform agenda, developing a way forward plan for moving towards GFMIS
South and South East Asia
Bhutan
Seconded to PricewaterhouseCoopers, N.V and worked as a key team member of an international team comprising of consultants from U.K, Netherlands and Pakistan for revising the Finance Manuals of the Royal Government of Bhutan (RGoB). The assignment involves critical review of the current finance and accounting system of Bhutan. And developing a new Financial Accounting and Management System including the Chart of Accounts and the Budgeting Manual. Also prepared detailed plan for implementing FMIS in the Royal Government
Viet Nam
Conducted comprehensive review of the Finance Manual and Procedures. Review comprised of analyzing the manuals in light of international good practices (including MTEF’s and result oriented budgeting – current and capital) and providing advice to refine the guidelines. Work also involved analyzing the fiscal relationships between the national and sub-national levels. Conducted capacity building and training based on new improved budget procedures at national and sub-national level.
Bangladesh
Conducted diagnostic review of the entire PFM systems and its alignment (assessment) with the new GFMIS (bespoke solution) comprising of a series of core and non-core modules. Work involved reviewing the adequacy and appropriateness of the conceptual design document (including functional requirements) and its alignment to both the GFMIS development and the PFM reforms

Jordan
Conducted technical assistance missions in assessing the budget execution procedures and institutions with the view to introduce commitment control system. The review also involved extensive assessment of the FMIS system being developed and its appraisal in the light of international good practice on commitment control system and other treasury operations. Also developed a time-bound action plan to graduate towards improving treasury operations including introduction of a system of commitment control
Lebanon
Worked with Public Management Institute (ADETEF, Ministry of Finance, Industry and Employment, France) to build capacity of the Institute of Finance in public finance management through developing specialized PFM training modules for civil servants affiliated to Ministries of Finance and other line ministries in Lebanon and around the MENA region. Wok involved preparing modules relating to fiscal responsibility laws, fiscal reporting, budget execution, budget classification and chart of accounts, government accounting (IPSAS), internal controls and audit and implementing FMIS in public sector environments
Kuwait
Conducted training course for more than 8 countries in the region on IFMIS covering topics like IFMIS vision to implementation, conceptual design, functional requirements, key pre-requisites, COTS vs in-house developed applications, system deployment and architecture and practical considerations, RFP development, procurement, experiences and lessons, etc
UAE
tasked to review the existing resource allocation system in the emirate. This included reviewing system at the planning and its linkages with the center. Based on review developed possible approaches to reform including introduction of programe and performance based budgeting.
Yemen
Provided technical assistance in reforming their treasury function. This involved reviewing the existing structure (including internal control mechanics) of treasury and implementing key treasury reforms like commitment control system (conceptual design, development and details procedures and forms) with the intention of improving the budget execution management functions.
Iraq
Worked on a large economic reform programme and mainly looking after the public expenditure management framework work stream. This includes evaluation of the current planning and budgeting, execution, financial reporting and audit procedures. Provision of quality assurance review to the MoF on the on-going FMIS implementation. Work also involved conducting a Public Expenditure and Institutional Analysis (PEIA) based on PEFA framework at national and sub-national level in collaboration the World Bank. Based on PEIA findings assisted GoI in developing PFM Reform Action Plan. Documented existing Iraqi accounting framework and then reviewed it against IPSAS. (cash based)
